Background:
It is necessary to check how long it will take to load a new page. While page weight checking tools are helpful the desired application would allow the user to experience how long it would take to load the page and the user experience rather than just the measurement of the time (see NetMechanic).Keywords:

Notes:
There are several areas where the throttling of the connection could take place:
- Application: Browser This could include either a plugin for the browser or a proxy to limit the speed.
- OS Nothing like this was seen but might be possible when setting up VMWare with a Linux installation (see also http://lartc.org/wondershaper/) .
- Network Limit on the network (see http://www.softperfect.com/products/bandwidth/#lite).
